Click on blue title above to view this PDF. This was sent up the Portsmouth Police Chain of Command all the way to a Deputy Chief and somehow the City Manager was never made aware of the problem. The problem has been ongoing for a long period of time. The current solution is only a partial solution to the problem as their is only a limited number of police and fire vehicles with “repeaters” installed in them and many time they are not at the incident location initially so they are of no value then.

Looks Like Captain Butler while he is so worried about how he looks to the whole command. You see he writes a e mail that says nothing is every perfect or 100% I guess that is easy to say when you have worked a desk job so long he has no idea what the people he looks after goes thru. Good Job Captain Bulter Im sure if one of your Officers took so long to get something done you would have had them fired.
